I just began to test out the web ui today with a basic account and do not see where to enter a URL for the receive post. Is this available with the basic plan? -

Unfortunately, MO URL configuration is not available for basic plans.

Yes, you need at least the "Basic Plus" plan to have access to the MO URL feature. -

I just bought API credits and I would like to know how to setup a call back URL to receive SMS messages.
Can you please tell me what I have to do next?

tbcl,
You need to upgrade your plan to "Basic Plus" or above to make use of the call-back URL feature via API.
However, if you are receiving messages via the Web Application, you can already start using the receive feature immediately. -
